Master Planning

The Master Planning Continuum is Riverside Fire Authority’s long-range framework to guide the sustainable development of services, personnel, infrastructure, and financial stability over the next decade. This evolving process reflects a disciplined and intentional approach to decision-making that aligns operational capabilities with community needs, regional growth, and industry best practices.

Components of the Master Planning Continuum process include:

The approved Standard of Cover to outline the concept of service delivery.

An Annual Report to summarize activity from the previous year.

The Strategic Plan which applies core values and strategies toward developing measurable goals aimed at meeting community expectations.

Additional subsets of the Strategic Plan include the Annual Action Plan and the Specific Year Action Plan:

The Annual Action Plan is intended to be an annual workplan aimed at maintaining a continually evolving Master Planning process.

The Specific Year Action Plan is intended to memorialize specific project goals that are due for accomplishment in the current year according to the Strategic Plan.

Another element of the Master Planning Continuum process is the Long Range / Capital Facilities Plan. This element is currently in the development stages. The Authority does maintain repair and replacement schedules for many of its fleet, equipment and facilities assets, but more study is necessary to develop a formalized plan that is consistent with the principles of the Washington State Growth Management Act.
